The first registrations were allowed in September 2006, and the notion behind this extension is that all websites that use it should comply with special requirements. In other words, all dot MOBI websites must be developed to be opened without problems by mobile devices in agreement with the so-called “MWI Best Practices for mobile content” created by the W3C Mobile Web Initiative (MWI) in cooperation with the .MOBI Registry organization. These involve how a web page is being navigated, the way it is being displayed (form and size), and so on.

The restrictions have raised some worries given the fact that the universal top-level extension is the only one that specifies what devices ought to be able to access a website and the way in which this must happen, breaking the so-called principles of device independence, according to which a web page should be created in such a way as to be opened by the majority of browser applications and devices, be they mobile or stationary.
